Senior Non‑Key Expert – Digital Connectivity Study for Agriculture

About the role

NTU International is seeking three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture under the PRIDA II programme. The experts will work from the African Union headquarters in Addis Ababa, with most days performed remotely, to assess and promote digital connectivity solutions for agriculture and education across all African regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education (Work Stream 1).
• Evaluate technical, economic and regulatory feasibility of alternative connectivity options for underserved areas (Work Stream 2).
• Review and develop sustainable financing and pricing models, including discount‑rate formulae (Work Stream 3).
• Design policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
• Minimum eight years of experience in connectivity market development, policy analysis or related fields in developing/emerging economies.
• Proven experience delivering consultancy or technical assistance on digital infrastructure projects.
