Consultant – Non-Interest Finance Guidelines for Ghana

About the role

The Economic Commission for Africa seeks a qualified consultant to develop comprehensive non‑interest finance guidelines for Ghana. The assignment will be based in Addis Ababa and will run for approximately four months, supporting the Director of Macroeconomics, Finance, Governance & Planning and the Chief of Finance and Domestic Resource Mobilisation.

Key responsibilities

  • Develop guidelines for issuance, trading, and settlement of non‑interest financial instruments, including Islamic funds and REITs.
  • Establish Shariah‑compliance frameworks for market activities and define the role of Shariah supervisory boards.
  • Assess market infrastructure and recommend improvements to support non‑interest finance.
  • Identify and propose risk‑mitigation strategies for credit, market, and operational risks specific to non‑interest finance.
  • Draft investor‑protection measures and fair‑market practice guidelines.
  • Design and implement training programmes for market participants, regulators, and the public.

Required profile

  • Advanced degree (master’s or equivalent) in Capital Markets, Finance, Islamic Economics, Banking or a related field (or first‑level degree with relevant experience).
  • Minimum five years of progressively responsible experience in Islamic finance and Shariah‑compliant capital markets at national or international level.
  • Experience working with government ministries, capital‑market regulators in sub‑Saharan Africa, and international Islamic standards bodies.
  • Proven track record in formulating regulations on Islamic finance; experience with international organisations and African countries is desirable.
