Finance Officer – Humanitarian Funding

About the role

The Finance Officer will support OCHA's Humanitarian Financing Units in Addis Ababa, ensuring that multi‑donor pooled funds are managed in line with UN financial regulations. Reporting to the Head of Humanitarian Finance Unit, the incumbent will verify partner documentation, oversee disbursements, and contribute to audit processes.

Key responsibilities

• Verify implementing partners' financial documentation.
• Liaise with audit firms and conduct financial spot‑checks to ensure compliance with UN Financial Regulations and Rules (UNFRR).
• Review grant agreements, budget clearances, amendments, and no‑cost extensions for accuracy and compliance.
• Audit financial reports against signed agreements and project budgets.
• Maintain an up‑to‑date list of disbursements and follow up with partners for timely financial reporting.
• Initiate and monitor disbursements and reimbursements.
• Oversee the external audit process, including contracting auditors and reviewing audit reports.

Required profile

• Experience in managing humanitarian or multi‑donor funds.
• Familiarity with UN Financial Regulations and pooled‑fund guidelines.
• Ability to supervise staff and travel on short notice to other regional offices.
