International Consultant – Training Needs Assessment for Ethiopian Immigration

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to lead a Training Needs Assessment (TNA) and support capacity development for Ethiopia's Immigration & Citizenship Service (ICS) and the Ethiopian Police University (EPU). The assignment will help shape training programmes that improve migration management, border security, and law‑enforcement competencies.

Key responsibilities

• Conduct a comprehensive Training Needs Assessment for ICS and EPU staff, identifying gaps in knowledge, skills, and institutional capacity.
• Develop a detailed capacity‑development plan, including curriculum design, training delivery methods, and monitoring frameworks.
• Engage with senior officials, trainers, and field personnel to gather data and validate findings.
• Prepare clear, actionable reports and recommendations aligned with IOM technical assistance standards.
• Support the implementation of pilot training activities and provide guidance for scaling up.

Required profile

• Advanced degree in public administration, migration studies, security studies, or a related field.
• Proven experience conducting training needs assessments and designing capacity‑building interventions in the public sector.
• Familiarity with migration governance, border management, and law‑enforcement training frameworks.
• Strong analytical, report‑writing, and stakeholder‑engagement skills.
