Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on designing and operationalising sustainable road maintenance financing systems across the ECOWAS region.

Key responsibilities

• Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS Member States.
• Provide technical assistance on sustainable financing mechanisms and governance structures.
• Prepare and review legal, institutional, and regulatory frameworks related to RMFs.
• Advise on user‑based financing options such as fuel levies and toll systems.
• Develop transparent, decentralised, performance‑based financing systems.
• Strengthen governance, operational procedures, and accountability mechanisms for RMFs.
• Draft technical guidelines, operational manuals, and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners, and road agencies.
• Deliver capacity‑building workshops and technical training.
• Contribute to monitoring, reporting, and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• At least 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven experience in developing‑country projects, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
