Senior Special Advisor & Coordinator Consultant to Minister of Women and Social Affairs

About the role

The Ministry of Women and Social Affairs (MoWSA) seeks a senior national consultant to provide strategic advisory, policy guidance, and high‑level coordination to the Minister and senior management. The consultant will work from the minister’s office for 5.5 months, strengthening the design and implementation of Ethiopia’s national social and child protection system.

Key responsibilities

• Offer strategic advice on the conceptualisation, design and regulatory framework of the social protection system.
• Lead policy development, ensuring integration of rights‑based approaches across national and regional interventions.
• Coordinate high‑level engagements with government, donors and international partners.
• Facilitate negotiation of policy processes and support the Minister in diplomatic contexts.
• Provide technical leadership on financial, systemic and economic aspects of social protection programmes.

Required profile

• Master’s or Doctorate in social studies, economics, law, public administration or related field.
• Minimum 12 years of progressive experience managing social protection interventions in the public sector.
• Proven ability to navigate political economies and present rights‑based agendas.
• Experience negotiating policy at national and international levels.
• Fluency in spoken and written English and Amharic.
