Senior Technical Lead - Leadership and Workforce Systems

About the role

The Senior Technical Lead – Leadership & Workforce Systems provides strategic direction, technical oversight, and quality assurance for the Human Resources for Health (HRH) portfolio under the RISE and ASCEND activities. Working closely with Ethiopia’s Ministry of Health and partner institutions, the role drives interventions that improve workforce planning, HR management, leadership development, and digital HRH systems.

Key responsibilities

• Lead the design and implementation of technical strategies for HRH leadership, governance, workforce planning and HR management.
• Ensure all interventions are evidence‑based, innovative, and aligned with Ethiopia’s HRH Strategic and Investment Plan and national regulatory frameworks.
• Oversee HRH information systems, digital solutions, monitoring, evaluation and learning (MEL) integration, and knowledge management.
• Promote institutional capacity strengthening, country ownership, sustainability and adaptive management across the portfolio.
• Collaborate with the Ministry of Health, Regional Health Bureaus, Civil Service Commission, universities, professional associations and development partners.

Required profile

• Extensive experience in strategic leadership and technical management of health workforce systems.
• Proven ability to work with government ministries, NGOs and multilateral partners in low‑resource settings.
• Strong understanding of HRH governance, workforce planning, digital HR solutions and implementation research.
• Demonstrated experience in monitoring, evaluation, learning and knowledge management.
