Supply Chain Officer - Procurement

About the role

The International Rescue Committee is seeking a dedicated Supply Chain Officer – Procurement to manage end‑to‑end procurement activities for its operations in Ethiopia. Reporting to the Senior Supply Chain Officer, you will ensure transparent, cost‑effective purchasing while complying with IRC policies, donor requirements, and audit standards.

Key responsibilities

• Execute all purchases of goods, services, and construction works transparently and at best price.
• Collaborate with internal and external stakeholders to prepare procurement plans supporting program implementation.
• Process purchase requests through the online BVA procurement system and prepare RFQs, RFPs, and other tender documents.
• Participate in tender meetings, evaluate bids, conduct vendor due diligence, and document award recommendations.
• Negotiate contracts with suppliers, ensuring value for money and compliance with IRC SOPs.
• Maintain price rosters, approved supplier lists, and framework agreements.
• Update the IRC Purchase Request Tracking & Metrics system and submit regular reports.
• Prepare and execute contracts, ensuring adherence to donor and organizational requirements.

Required profile

• Ability to perform duties in strict compliance with IRC policies, procedures, and donor regulations.
• Experience maintaining audit‑compliant procurement records.
• Strong coordination skills with program staff and external vendors.

Required skills

• Proficiency with the BVA online procurement software.
