Supply Chain Officer – Procurement

About the role

The International Rescue Committee is seeking a solutions‑driven Supply Chain Officer – Procurement to manage end‑to‑end procurement activities for its offices. Reporting to the Senior Supply Chain Officer, you will ensure transparent, cost‑effective purchasing while complying with IRC policies, donor requirements, and audit standards.

Key responsibilities

• Execute procurement of goods, services, and construction works in line with IRC SOPs.
• Develop and maintain price rosters for commonly used program supplies.
• Prepare and manage tender documents, conduct evaluations, and document award decisions.
• Negotiate contracts with suppliers, ensuring transparency and value for money.
• Process purchase requests through the online BVA procurement system and maintain tracking metrics.
• Coordinate with program staff to schedule deliveries and monitor order status.
• Prepare and execute contracts, monitor compliance, and manage renewals.

Required profile

• Strong commitment to humanitarian principles and IRC’s mission.
• Ability to work under strict compliance with policies, procedures, and donor regulations.
• Excellent coordination skills with internal and external stakeholders.
• Detail‑oriented with a focus on audit‑compliant record keeping.

Required skills

• Proficiency with the online BVA procurement software.
• Experience in contract negotiation and tender management.
• Ability to develop and maintain price rosters.
