Senior Economic and Public Finance Consultant – Debt & Social Sector Financing

About the role

UNICEF is seeking a senior consultant to lead a high‑level economic and public‑finance analysis of Ethiopia’s debt dynamics, fiscal adjustment, external financing pressures and social‑sector financing. The work will focus on how these macro‑economic factors affect children’s well‑being and long‑term human‑capital development.

Key responsibilities

• Conduct empirical and political‑economy analysis of debt dynamics and fiscal space in Ethiopia.
• Assess the impact of macro‑economic reforms on health, education, nutrition and social‑protection financing.
• Identify constraints and opportunities for protecting and strengthening investments in children.
• Produce evidence‑based policy briefs to support national and international dialogue on sustainable financing for development.
• Generate lessons and recommendations that can inform broader discussions on debt, fiscal policy and child outcomes.

Required profile

• Advanced degree in economics, public finance, development studies or a related field.
• Extensive experience (senior level) in macro‑economic analysis, debt sustainability and public‑finance management.
• Proven ability to work on policy‑oriented research in low‑ and middle‑income country contexts.
• Strong analytical and writing skills, with a focus on translating technical findings into actionable policy advice.
