Senior Special Advisor & Coordinator Consultant for Ministry of Women and Social Affairs

About the role

The consultant will provide strategic advisory, policy guidance, technical leadership and high‑level coordination support to the Minister and senior management of Ethiopia's Ministry of Women and Social Affairs. The aim is to strengthen the design and implementation of the national social and child protection system.

Key responsibilities

• Offer strategic advice and policy recommendations to the Minister and senior officials.
• Lead technical aspects of social and child protection system design and implementation.
• Coordinate national and regional interventions to improve coherence, integration and rights‑based approaches.
• Facilitate high‑level engagements with national and international partners.

Required profile

• Master’s or Doctorate in social studies, economics, law, public administration or related fields.
• Minimum 12 years of progressive experience managing social protection interventions in the public sector.
• Proven ability to navigate political economies and present rights‑based agendas in diplomatic contexts.
• Experience negotiating policy processes and engaging at senior national and international levels.
• Fluency in spoken and written English and Amharic.

Required skills

• Deep understanding of social protection frameworks and strategies for cross‑sector integration.
• Strong writing, presentation and diplomatic communication skills.
