Chief of Section, Institutional Capacity-Building and Policy Support

About the role

The Organisation of Southern Cooperation (OSC) is seeking a senior professional to lead its Institutional Capacity‑Building and Policy Support Section. Reporting to the Under‑Secretary‑General for Systemic and Endogenous Educational Development, the incumbent will guide Member States in adopting systemic approaches to governance and education policy.

Key responsibilities

• Support Member States in reviewing and analysing existing sectoral policies within a systemic framework.
• Collaborate with Member States to design policy mechanisms, processes and governance structures that reflect a systemic approach.
• Provide technical assistance to strengthen institutional capabilities for systemic governance.
• Build and maintain partnerships with ministries, policy institutes, higher education and TVET institutions to advance the Balanced and Inclusive Education agenda.
• Lead the development of training modules on the Universal Declaration of Balanced and Inclusive Education and the Global Guide of Ethics, Principles, Policies and Practices.
• Implement the Section’s strategic and annual work plans, ensuring alignment with curricular reforms, training and assessment initiatives.
• Project‑manage, monitor, evaluate and report on Section projects and initiatives.
• Prepare high‑quality executive reports for the Under‑Secretary‑General and maintain the Section’s institutional presence.

Required profile

• Extensive experience in education policy, systemic governance or institutional capacity building, preferably within an international or intergovernmental context.
• Proven ability to work with senior officials, policy institutes and educational institutions across diverse Member States.
• Strong analytical skills for policy review, articulation and implementation.
• Excellent communication and stakeholder‑engagement capabilities.
