Health Financing Advisor for Ethiopia

About the role

Last Mile Health is seeking a Health Financing Advisor to work with Ethiopia’s Federal Ministry of Health. The advisor will provide strategic technical support to strengthen sustainable financing for the country’s community health system and ensure that health extension workers receive adequate domestic resources.

Key responsibilities

• Analyse domestic resource mobilisation trends for primary health care and the Health Extension Program at federal and regional levels.
• Develop an investment case and annual financing brief to advocate for increased government funding.
• Conduct cross‑country comparative analysis of Universal Health Coverage performance and health financing composition.
• Convene and lead an annual high‑level advocacy event with Ministry of Health, Ministry of Finance, legislature and development partners.
• Support evidence‑informed policy making, budget planning and accountability mechanisms within the Ministry’s Health Strategic Affairs Department.

Required profile

• Experience shaping health financing policy and influencing government decision‑making.
• Proven ability to build partnerships with ministries, legislators and development partners.
• Strong analytical skills and experience with health financing data and investment case development.
• Located in Ethiopia and authorized to work in the country.
