International Consultant for Returnee Longitudinal Survey (RLS)

About the role

The International Organization for Migration (IOM) Ethiopia seeks an experienced consultant to lead the baseline scoping exercise and subsequent longitudinal survey of Ethiopian returnees who have received reintegration assistance. The work will inform policy, improve reintegration programmes and support national migration governance.

Key responsibilities

• Design and conduct an initial baseline scoping exercise using existing beneficiary contact lists.
• Explore thematic areas such as decision‑making, reintegration challenges, aspirations and long‑term perspectives.
• Analyse findings to refine research questions, survey tools and analytical priorities for the full longitudinal study.
• Coordinate with the Ethiopian Statistics Service (ESS) and the Migration Data Technical Working Group (MDTWG) to align with national data priorities.
• Maintain liaison with the Ethiopian National Partnership Coalition (NPC) and other multistakeholder platforms.
• Produce regular reports on socio‑economic conditions, vulnerabilities, coping strategies and reintegration trajectories of surveyed returnees.

Required profile

• Proven experience in designing and implementing longitudinal surveys or similar research projects.
• Familiarity with migration, return and reintegration programmes, especially IOM’s Assisted Voluntary Return and Reintegration (AVRR).
• Ability to work closely with government agencies, UN bodies and development partners.
• Strong analytical skills to interpret quantitative and qualitative data over multiple survey waves.
