International Consultant – Illicit Financial Flows Estimates Update

About the role

The Economic Commission for Africa seeks an International Consultant to update and refine estimates of illicit financial flows (IFF) across Africa. The consultant will combine empirical estimation, methodological innovation, and a user‑friendly digital platform to support policymakers, customs administrations and researchers.

Key responsibilities

• Design and implement an analytical framework for estimating IFFs, integrating established and recent methodological advances.
• Collect, clean, and harmonise relevant trade and financial datasets and apply statistical techniques to produce updated annual estimates (2000‑2024).
• Conduct a systematic assessment of existing IFF methodologies, documenting assumptions, data constraints and bias mitigation strategies.
• Prepare a comprehensive methodological guide and technical note for consistent, replicable estimation by member states.
• Develop, operationalise and launch an interactive IFF application that visualises estimates through dashboards, filters, and export functions.
• Produce technical documentation, deliver training to ECA staff and ensure knowledge transfer for platform sustainability.
• Present findings and demonstrate the application to diverse stakeholder groups.

Required profile

• Demonstrated expertise in economic or financial data analysis and experience with illicit financial flow estimation.
• Proficiency in designing methodological frameworks and authoring technical guides.
• Experience developing interactive data platforms or applications for policy audiences.
• Strong ability to synthesize analytical results into clear narratives for both technical and policy stakeholders.
