MEAL Manager – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager will lead the design, implementation and continuous improvement of the project‑wide MEAL framework. This role ensures that results measurement, data quality and adaptive management are embedded across all program activities while integrating safeguarding, child protection and social accountability principles.

Key responsibilities

• Develop and maintain Theory of Change, Results Framework, Logframe, indicator reference sheets and tracking tables.
• Harmonise MEAL tools, methodologies and reporting systems with consortium partners.
• Provide strategic guidance on performance monitoring, results measurement and adaptive management.
• Lead digital health information system initiatives, including integration with DHIS2, eCHIS and national Ministry of Health platforms.
• Oversee electronic data collection, validation, aggregation, analysis, visualisation and secure reporting.
• Produce high‑quality donor, government and management reports on schedule.
• Strengthen accountability mechanisms such as complaints, feedback and Citizens Voice and Action (CVA) processes.
• Supervise MEAL personnel and coordinate activities across national, regional, facility and community levels.

Required profile

• Proven experience in MEAL leadership within humanitarian or development programmes.
• Strong understanding of health information systems and digital data collection.
• Ability to work collaboratively with government health units and consortium partners.
• Experience managing donor reporting and compliance requirements.
