About the role
The MEAL Officer will enhance the quality, effectiveness and accountability of HelpAge’s global programmes and advocacy initiatives. Working across teams and Impact Vehicles, the role ensures evidence‑based programming, learning and continuous improvement.
Key responsibilities
- Coordinate and provide technical input into the design and implementation of robust M&E frameworks, results frameworks, log frames, indicators, baselines and targets.
- Act as the organisational focal point for standardising KPI measurement, ensuring consistent data collection, analysis and reporting across Impact Vehicles.
- Provide advanced technical MEAL advice and quality assurance throughout programme cycles, including proposal development, implementation, monitoring and reporting.
- Support advocacy teams with methodologies and tools to monitor policy change, stakeholder influence and campaign impact.
- Lead rapid needs assessments, establishing methodologies, tools and quality‑assurance processes, and ensure robust final reports.
- Oversee evaluations of short‑term projects, advising on design, methodology and dissemination of findings.
- Design and deliver training, guidance and toolkits to strengthen MEL practices among staff, partners and network members.
Required profile
- Significant experience in Monitoring, Evaluation, Accountability and Learning within international development, humanitarian or advocacy organisations.
- Advanced knowledge of MEAL principles, including designing M&E frameworks, theories of change, indicators and MEL plans.
- Strong technical skills in both quantitative and qualitative data collection and analysis.
- Proven experience applying MEL in advocacy, campaigning or policy‑influencing contexts.
- Experience coordinating donor or organisational reporting and translating complex programme performance information.
