Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

About the role

World Vision is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Manager to lead the design, implementation and continuous improvement of its MEAL systems for a large‑scale program in Ethiopia. The role will ensure robust data collection, analysis and reporting while integrating safeguarding, child protection and social accountability principles.

Key responsibilities

• Lead the development and maintenance of the Theory of Change, Results Framework, Logframe, indicator reference sheets and MEAL plan.
• Standardize MEAL tools and reporting across consortium partners and embed GEDSI, AAP, CVA and safeguarding requirements.
• Provide technical leadership for digital health information systems, integrating project data with national platforms such as DHIS2 and eCHIS.
• Oversee electronic data collection, validation, aggregation, analysis, visualization and secure data management.
• Produce high‑quality donor, government and management reports, maintain IPTTs, dashboards and performance reporting systems.
• Strengthen accountability mechanisms, including complaints and feedback systems, and facilitate regular performance review meetings.
• Supervise MEAL staff and coordinate activities with national, regional and community partners.

Required profile

• Proven experience in leading MEAL functions for large development programs.
• Strong understanding of results‑based management, adaptive management and data‑driven decision making.
• Experience working with health information systems and national data platforms.
• Ability to work collaboratively with multiple stakeholders and consortium partners.
