Planning, Monitoring & Evaluation Specialist for STEP Programme

About the role

The System Transformation of Education Programme (STEP) needs a Planning, Monitoring & Evaluation Specialist to support the implementation of the Global Partnership for Education (GPE) funded STEP for Girls and Learning. The specialist will work closely with the Ministry of Education, UNICEF Education Team, regional bureaus and target woredas to ensure effective programme planning, monitoring, evaluation and reporting.

Key responsibilities

• Provide technical expertise on education programme planning, monitoring and evaluation.
• Support field teams in data collection, analysis and results‑based reporting.
• Facilitate capacity‑building workshops for partners on M&E tools and equity‑focused programming.
• Conduct education sector analysis and contribute to evidence‑based decision‑making.
• Ensure accountability and learning across the STEP programme.

Required profile

• Relevant university degree in education, development studies, statistics or a related field.
• Experience working on large‑scale education programmes, preferably with GPE or UN agencies.
• Demonstrated ability to work with government ministries, NGOs and international partners.
• Strong analytical and reporting skills.
