Planning, Monitoring & Evaluation Specialist – STEP Programme (6 months)

About the role

The System Transformation of Education Programme (STEP) needs a specialist to provide expertise, field support and capacity building in education programme planning, monitoring and evaluation. You will work closely with the Ministry of Education, UNICEF Education Team and regional partners to ensure the STEP programme delivers equitable, results‑focused outcomes for girls and learning across Ethiopia.

Key responsibilities

  • Develop and implement M&E frameworks for the STEP programme, aligned with Global Partnership for Education (GPE) results areas.
  • Collect, analyse and interpret education data to produce regular monitoring reports and impact assessments.
  • Provide training and technical assistance to Ministry officials, regional education bureaus and implementing partners.
  • Support planning and budgeting processes, ensuring equity‑focused and results‑based programming.
  • Coordinate with the GPE Programme Management Office and STEP target woredas to ensure timely and accurate reporting.

Required profile

  • Ethiopian national with a university degree in education, social sciences, statistics or a related field.
  • Proven experience in monitoring and evaluation of education programmes, preferably in humanitarian or development contexts.
  • Strong analytical abilities and familiarity with GPE and STEP objectives.
  • Excellent communication skills and ability to work collaboratively with government and UN partners.
