Senior Economic and Public Finance Consultant – Debt & Social Sector Financing (Remote, Ethiopia)

About the role

UNICEF is seeking a senior consultant to lead a high‑level economic and public‑finance analysis of debt dynamics, fiscal adjustment and social‑sector financing in Ethiopia. The assignment will examine how macro‑economic reforms and external financing pressures affect fiscal space for health, education, nutrition and other child‑focused services.

Key responsibilities

• Conduct empirical and political‑economy analysis of Ethiopia’s debt profile and fiscal policies.
• Assess the impact of exchange‑rate reforms and external financing on social‑sector budgets.
• Identify constraints and opportunities for protecting and expanding investments in children’s health, education and protection.
• Produce evidence‑based policy recommendations to inform national and international discussions on sustainable development financing.
• Prepare briefing notes, reports and presentations for senior UNICEF and government stakeholders.

Required profile

• Advanced degree in Economics, Public Finance, Development Studies or a related field.
• Extensive experience (minimum 8 years) in macro‑economic analysis, debt sustainability assessments and public‑finance management.
• Proven track record of delivering policy‑relevant research in low‑ or middle‑income country contexts.
• Strong understanding of the link between fiscal policy and child outcomes.
