Senior Leadership and Workforce Systems Advisor

About the role

The Senior Leadership & Workforce Systems Advisor provides strategic technical leadership to strengthen health workforce governance, leadership, and digital HR systems across Ethiopia. Working closely with the Ministry of Health and sub‑national partners, the advisor drives evidence‑informed decision‑making and sustainable HRH reforms.

Key responsibilities

• Lead technical implementation of the Workforce, Leadership Management, Governance and Regulation thematic area.
• Develop long‑term technical strategies, standards, implementation packages and supervision tools.
• Align interventions with national HRH strategies, civil service reforms and global best practices.
• Coordinate annual technical planning, budgeting and work‑plan prioritisation with project leadership.
• Promote adaptive management using implementation data, stakeholder feedback and learning loops.
• Strengthen institutional capacity of national and sub‑national HRH bodies for governance, digital transformation and evidence‑based decision‑making.

Required profile

• Extensive experience in health workforce governance, HRH systems and digital HR solutions.
• Proven track record working with ministries, regional health bureaus and development partners.
• Strong understanding of civil service reforms, regulatory frameworks and organizational development.
• Ability to lead multi‑stakeholder initiatives and foster government ownership.
