HR & Organizational Policy Consultant / CSO Governance & Legal Advisor

About the role

The position is a temporary hybrid consultancy based in Addis Ababa, Ethiopia, combining responsibilities as an HR & Organizational Policy Consultant and a CSO Governance & Policy/Legal Consultant. The consultant will support civil‑society organisations by reviewing, developing and aligning HR and governance policies with local regulations and best practices.

Key responsibilities

• Review and develop HR policies, organisational procedures and governance frameworks for CSOs.
• Analyse existing organisational structures, conduct policy‑gap assessments and draft or revise compliance documents.
• Engage with stakeholders, facilitate consultations and workshops, and provide practical implementation recommendations.
• Deliver capacity‑building sessions, presentations and on‑site meetings at client offices and Dolphin Consulting Service premises.

Required profile

• Strong analytical skills with experience in structured assessments and policy reviews.
• Effective stakeholder‑engagement and communication abilities.
• Consulting experience in HR, organisational development, governance and policy advisory.
• Academic background in Law, Human Resources Management, Public Administration, Organizational Development or related field.
• Proven experience drafting HR manuals, organisational policies, governance documents and compliance frameworks.
• Ability to work in a hybrid setting, manage multiple assignments and meet agreed timelines.
• Familiarity with the regulatory environment for civil‑society organisations in Ethiopia is an advantage.
