Senior Technical Lead – HRH Development & Regulation

About the role

The Senior Technical Lead – Human Resources for Health (HRH) Development & Regulation provides strategic leadership and technical oversight for Jhpiego’s health workforce development portfolio in Ethiopia. The role ensures that interventions to strengthen health worker production, competency, regulation, certification, and continuous professional development are evidence‑based, integrated, and aligned with national strategies.

Key responsibilities

• Lead the design and implementation of competency‑based pre‑service education, accreditation, faculty development, and simulation‑based training.
• Oversee continuing professional development, competency assessment, national licensing examinations, and professional licensing processes.
• Coordinate with the Ministry of Health, Ministry of Education, higher education institutions, professional associations, and development partners to align activities with Ethiopia’s HRH Strategic and Investment Plan.
• Ensure technical soundness, innovation, and sustainability of all interventions across the education‑to‑practice continuum.
• Promote institutional capacity strengthening, country ownership, and adaptive management throughout the portfolio.

Required profile

• Extensive experience in health workforce development, professional regulation, or related fields.
• Proven ability to provide strategic technical leadership in complex, multi‑stakeholder environments.
• Strong understanding of Ethiopia’s health and education systems and regulatory frameworks.
• Experience working with government ministries, academic institutions, and international development partners.

Required skills

• Technical expertise in competency‑based education, accreditation, and licensing processes.
• Knowledge of simulation‑based education and continuing professional development methodologies.
• Ability to design and evaluate quality‑assurance mechanisms for health professional training.
