Baseline Assessment Consultant for Skills4Girls (Remote + travel)

About the role

UNICEF Ethiopia is seeking a senior consultant to lead the baseline assessment for the Skills4Girls programme. The role will be home‑based with periodic travel to regional, woreda and school sites across Ethiopia.

Key responsibilities

• Establish initial values for Skills4Girls key performance indicators, including girls’ agency, digital skills, gender attitudes, school participation and retention.
• Support the Country Office in setting realistic targets, developing an evidence‑based work plan and enabling performance monitoring at multiple levels.
• Provide a benchmark for contextualised planning, implementation, management and decision‑making.
• Identify gaps and opportunities for learning, measuring changes in empowerment, digital literacy, social and gender norms.

Required profile

• Master’s degree in Gender Studies, Education, Social Sciences, Development Studies, Statistics, Public Health, Monitoring & Evaluation or a related field.
• Minimum 10 years of professional experience conducting research, assessments or evaluations in education, gender equality, adolescent programming or child protection.
• Experience working with UN agencies or international organisations is an asset.
• Proven experience in developing result frameworks for gender and adolescent‑girls programmes.

Required skills

• Strong understanding of adolescent girls’ empowerment and gender issues in Ethiopia.
• Experience conducting field research in Ethiopia (preferred).
