Baseline Assessment Consultant for Skills4Girls (Remote + travel)

About the role

The consultant will lead the baseline assessment for the Skills4Girls programme in Ethiopia, establishing initial values for key performance indicators related to girls' agency, digital skills, and school participation. This work will inform target setting, evidence‑based planning, and performance monitoring at regional, woreda and school levels.

Key responsibilities

• Design and implement a comprehensive baseline assessment covering agency, digital literacy, gender attitudes, school retention and participation.
• Collect and analyse data at individual, school and community levels using a socio‑ecological framework.
• Support the UNICEF Ethiopia Country Office in setting realistic targets and developing an evidence‑based work plan.
• Provide clear links between outputs, intermediate outcomes and higher‑level results for monitoring and decision‑making.
• Identify gaps, opportunities for learning and impact, and produce a benchmark report for future programme implementation.

Required profile

• Master’s degree in Gender Studies, Education, Social Sciences, Development Studies, Statistics, Public Health, Monitoring & Evaluation or a related field.
• Minimum 10 years of professional experience conducting research, assessments or evaluations in education, gender equality, adolescent programming or child protection.
• Experience working with UN agencies or international organisations is an asset.
• Proven experience developing result frameworks for gender‑focused or adolescent‑girls programmes.
• Strong understanding of adolescent girls’ empowerment and gender issues in Ethiopia.
• Field research experience in Ethiopia preferred.
