Consultant – PSNP ECD Pilot Assessment (30 days)

About the role

UNICEF is seeking an experienced consultant to lead a 30‑day assessment of the Early Childhood Development (ECD) pilot integrated within Ethiopia’s Productive Safety Net Programme (PSNP). The assignment will be based in Addis Ababa and will involve travelling to four regions to document implementation experiences and generate evidence for programme guidance.

Key responsibilities

• Map the design and implementation arrangements of the PSNP‑ECD pilot, including governance, financing, staffing, infrastructure and service packages.
• Assess the relevance, effectiveness and inclusiveness of the model for vulnerable households, children, girls, children with disabilities and hard‑to‑reach communities.
• Document best practices, enabling factors and successful implementation across regions and sites.
• Identify bottlenecks, sustainability risks and unintended consequences.
• Produce a comprehensive report with recommendations for the PSNP6 Program Implementation Manual, ECD operational guidance and future resource planning.

Required profile

• Advanced degree in social protection, early childhood development, public health, education or a related field.
• Minimum 5 years of experience conducting monitoring, evaluation or impact assessments in low‑resource settings.
• Demonstrated experience working with multi‑sectoral programmes and stakeholder coordination.
• Strong analytical and report‑writing abilities, with fluency in English.
