Head of Finance, Multilevel Partnerships

About the role

The Head of Finance, Multilevel Partnerships will lead CHAMP's subnational climate finance agenda, shaping strategy and providing technical guidance to close financing gaps for cities and regions. Reporting to the Senior Director, Finance and Private Sector, the role works closely with senior economists and partners across governments, multilateral banks and development finance institutions.

Key responsibilities

• Design, deliver and monitor the Climate Finance workstream, ensuring alignment between global finance reforms, country platforms and on‑the‑ground assistance in Kenya and Colombia.
• Produce actionable analysis of enabling conditions for subnational climate finance and translate findings into recommendations for governments and finance actors.
• Organise an annual knowledge‑exchange series for national and subnational officials, development banks and funders.
• Coordinate CHAMP advocacy on subnational finance, developing concrete asks for MDBs and climate funds and supporting political engagement at international events.
• Support CHAMP‑endorsing countries in establishing robust country platforms that enable subnational participation in governance and pipeline decisions.
• Assist senior economists in aligning technical assistance with subnational priorities and identifying finance opportunities.

Required profile

• Extensive experience in public and blended climate finance, with a proven track record of influencing policy and mobilising resources.
• Strong diplomatic and stakeholder‑engagement skills to work with ministries of finance, multilateral development banks and development finance institutions.
• Ability to synthesize country‑level lessons into system‑wide recommendations and drive implementation.
