Head of Program Operations

About the role

The Head of Program Operations is a senior position within the East Area Office, reporting to the Area Manager. The role provides strategic leadership for program implementation, awards and partnerships, monitoring, evaluation, accountability and learning (MEAL), and supply chain functions across the area, ensuring consistent humanitarian response.

Key responsibilities

• Lead and supervise the Moyale and Dollo Project Offices, ensuring effective delivery of programmes.
• Coordinate with the Country Office, Field Offices, and senior managers on awards, partnerships and humanitarian planning.
• Oversee PRIME task follow‑up, participate in cluster meetings and drive area‑wide humanitarian response.
• Support the Area Manager in developing strategic plans, operational budgets and fundraising initiatives.
• Ensure compliance with SCI policies on fraud, bribery, corruption, child safeguarding (Level 3) and risk management.
• Collaborate with HR, Finance, Safety & Security and other support units to optimise cross‑functional processes.

Required profile

• Extensive experience in programme operations, humanitarian response or development management.
• Proven leadership and people‑management skills, with responsibility for supervising multiple project offices.
• Strong understanding of donor awards, partnership management and supply‑chain logistics.
• Demonstrated ability to work in matrix environments and build effective stakeholder relationships.
• Commitment to child safeguarding and adherence to anti‑fraud and ethical standards.

Required skills

• Knowledge of MEAL frameworks and humanitarian coordination mechanisms.
• Familiarity with award and partnership management processes.
• Understanding of supply‑chain and logistics operations in field settings.
