Junior Non-Key Expert – Digital Connectivity for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the Digital Connectivity Study for Agriculture and Education (PRIDA II). The assignment will be based at the African Union Commission premises in Addis Ababa, with most work performed remotely or on short‑term missions across the five AU regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education in AU Member States.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, developing pricing and discount‑rate methodologies.
• Develop policy and implementation strategies to promote sustainable digital connectivity, defining stakeholder roles and aligning with AU and national frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development in developing or emerging economies.
• Strong analytical abilities and experience producing technical reports and policy recommendations.
