Junior Non-Key Expert – Digital Connectivity Study for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the Digital Connectivity Study for Agriculture and Education (PRIDA II). The consultants will work from the African Union Commission premises in Addis Ababa, delivering most of their tasks remotely while contributing to a continent‑wide assessment of connectivity needs.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education across AU Member States and regions.
• Evaluate affordable connectivity options, analysing technical, economic and regulatory feasibility for underserved areas.
• Review and develop sustainable financing and service‑delivery models, including pricing and discount‑rate methodologies with sensitivity analysis.
• Design policy and implementation strategies to promote sustainable digital connectivity, defining stakeholder roles and investment frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law.
• Minimum three years of experience in connectivity market development in developing or emerging economies.
• Proven experience conducting sectoral studies, reports or strategy development for digital initiatives.

Required skills

• Knowledge of mobile, fixed and satellite connectivity technologies.
• Ability to perform cost‑benefit and sensitivity analyses.
• Familiarity with regulatory frameworks for digital services.
