Senior Non‑Key Expert – Digital Connectivity for Agriculture

About the role

NTU International is seeking three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture (PRIDA II) under the Policy and Regulation Initiative for Digital Africa II. The experts will work from the African Union Commission premises in Addis Ababa, with most days performed remotely, to assess and shape connectivity solutions for rural agriculture and education across all African regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of mobile, fixed and satellite connectivity for rural agriculture and education (Work Stream 1).
• Evaluate technical, economic and regulatory feasibility of alternative connectivity options for underserved areas (Work Stream 2).
• Review sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses (Work Stream 3).
• Develop policy and implementation strategies, define stakeholder roles, and propose investment and financing frameworks aligned with AU and national policies (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development in developing or emerging economies.
• Proven experience in conducting connectivity assessments, feasibility studies, and policy formulation.
