Junior Non‑Key Expert – Digital Connectivity for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the PRIDA II study on digital connectivity for agriculture and education across the African Union. The assignment is based at the AU Commission in Addis Ababa, with most work performed remotely or on field missions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption for rural agriculture and education in all AU regions.
• Analyse mobile, fixed and satellite connectivity options and identify barriers to access.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks.

Required profile

• Master’s degree in Communications/Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development in developing or emerging economies.
