MEAL and Research Advisor, Integrated Innovation Highway Project

About the role

PATH's Integrated Innovation Highway (IIH) project in Ethiopia is a Gates Foundation-funded initiative supporting the Government of Ethiopia and the Ministry of Health in establishing a government-owned platform for identifying, assessing and scaling health innovations. The MEAL and Research Advisor provides strategic and technical leadership for the project's monitoring, evaluation, research, learning and adaptive management functions, working closely with the Project Director, technical teams, the Ministry of Health, regional health bureaus, universities and research institutions. The position is based in Addis Ababa, with travel to project sites and partners as required.

Key responsibilities

• Design, implement and maintain the IIH MEAL system, including indicators, performance measurement plans, data collection tools, reporting templates and data management systems, and oversee monitoring at national, subnational, partner and service-delivery levels.
• Analyze project data, lead performance reviews and learning sessions, and develop learning agendas and evaluations so that evidence informs implementation and scale-up.
• Lead the research agenda, coordinate with research partners, and provide technical oversight of feasibility studies, operational research and implementation research, including protocols, study designs and analysis plans.
• Support assessment of priority innovations from initial assessment through introduction, implementation and scale-up, developing indicators and frameworks for innovation readiness and scale-up potential.
• Ensure data quality, protect project data, and maintain knowledge-management systems and repositories of evidence, lessons learned and case studies.
• Document achievements and lessons learned, develop success stories, case studies and technical briefs, and facilitate learning events and knowledge-sharing sessions.
