Programme Management Officer – Connectivity & Infrastructure

About the role

The Economic Commission for Africa is seeking a Programme Management Officer to support the Connectivity and Infrastructure Section of its Technology, Innovation, Connectivity and Infrastructure Development Division in Addis Ababa. The officer will oversee implementation, monitoring and evaluation of transport‑infrastructure programmes and contribute to policy development and data‑driven planning.

Key responsibilities

• Assist in the design, implementation and evaluation of programmes/projects, monitoring progress and proposing corrective actions.
• Conduct research, analyse transport‑infrastructure data, prepare background papers, reports and study inputs.
• Provide advisory services, facilitate workshops and develop action plans with implementing partners.
• Coordinate budget and funding activities, including programme preparation, progress reporting and financial statements.
• Lead or support field missions, guide external consultants and draft mission summaries.
• Produce data visualisations and analytical outputs to support decision‑making.

Required profile

• Advanced university degree (Master’s) in engineering, economics, business administration, management or related field; a first‑level degree plus two years experience may be accepted.
• Minimum five years of progressively responsible experience in project or programme management, with at least two years on infrastructure‑related programmes (transport, energy, ICT or water) and experience in data analytics.
• Fluency in English; knowledge of French is desirable.
• Demonstrated professionalism, teamwork and planning & organising competencies as described in the posting.
