Project Finance Officer - Grants

About the role

SNV, a global development partner active in Africa and Asia, is hiring a Project Finance Officer for its Business Control-Grants unit within Finance in Addis Ababa. The officer manages the grant application process, ensures compliance with grant requirements, supports grant reporting and budget controls, and monitors grant expenditures so that funds are used in line with grant and SNV requirements. The position is national, full-time, with an expected start date of 1 January 2027 and a one-year contract that can be extended depending on performance and budget availability.

Key responsibilities

• Support the Business Control specialist-grants in managing all donor contracts in the country office, including reviewing contracts before signing and checking donor budget availability.
• Coordinate with the Global Office Budget Development team so that budgets are finalized on time and reviewed in good time.
• Respond to auditor requests on time, keep the audit process smooth and share the final audit report with donors on time.
• Report on time on government finance requirements such as taxes and other regulations, and post donor reports in SAP Business by Design on time.
• Support project closure, ensuring all expenditure is posted, revenue recorded and funds received, and clear any pending items.
• Manage sub-grants, partners, consultants and subcontractors, ensuring they comply with contractual terms, donor finance rules and SNV policies, and follow up on periodic visits, reviews and cost monitoring of sub-grantees.
• Post liquidation and expenditure reports in SAP Business by Design linked to downpayments, and perform any other tasks assigned by the line manager.

Required profile

• Bachelor's degree in Finance or Accounting.
• At least 5 years of relevant experience in similar positions.
• Experience in the NGO sector.
• Good knowledge of written and spoken English.

Required skills

• Good knowledge of financial accounting principles and practices.
• Proficiency in Word, Excel and Access.
• SAP Business by Design accounting software is an advantage.
• Ability to analyse data accurately and efficiently.
