Regional Health Financing Senior Advisor (WISH2)

About the role

The Regional Health Financing Senior Advisor will provide strategic input, technical support and quality assurance to ensure the WISH2 project meets and exceeds FCDO expectations on health financing. Based in Ethiopia, the advisor will split time between Ethiopia and other East and Southern African countries, helping ministries increase domestic investment in family planning and sexual and reproductive health.

Key responsibilities

• Deliver strategic guidance and technical assistance to ministries of health on public financial management (PFM) bottlenecks.
• Support Health Financing Advisors in implementing locally‑led approaches that strengthen health systems and sustainable financing.
• Provide technical back‑stopping, analysis and quality assurance of health financing resources.
• Facilitate data‑driven advocacy to increase domestic FP/SRH investment.
• Ensure milestones align with the programme’s Pathway of Change, Country Policy Overview and Engagement Plans.

Required profile

• Extensive experience in health financing, public financial management and SRHR policy frameworks.
• Proven ability to work with government ministries and regional partners in East and Southern Africa.
• Strong analytical and advocacy skills, with a focus on data‑informed decision‑making.
• Willingness to travel across the ESA region and allocate roughly half of time to Ethiopia.
