Regional HIS Advisor, Somali Region

About the role

The Regional Health Information System (HIS) Advisor will lead and coordinate HIS, digital health and data‑strengthening activities across the Somali Region, working closely with Regional Health Bureaus. The role provides hands‑on technical assistance and capacity‑building to ensure sustainable ownership, effective system use and improved health‑system performance.

Key responsibilities

• Support implementation of HIS and data‑quality improvement initiatives, including DHIS2 data management, eCHIS, Dagu (desktop and mobile) and other field‑level systems.
• Build capacity of regional and district health teams in HIS management, data use and reporting.
• Ensure alignment and coordination with national HIS and digital‑health strategies.
• Provide technical assistance, troubleshooting and mentorship to regional staff.
• Facilitate feedback loops and data‑driven decision‑making for HIV and other health programmes.

Required profile

• Demonstrated experience in health information systems or digital health within a regional or national context.
• Strong understanding of data quality improvement and health data analytics.
• Excellent communication and training skills to work with government health teams.
• Ability to travel within the Somali Region as needed.
