Senior Non-Key Expert – Digital Connectivity for Agriculture (PRIDA II)

About the role

NTU International is seeking three Senior Non-Key Experts to support the Digital Connectivity Study for Agriculture under the PRIDA II programme. The experts will work from the African Union (AUC) premises in Addis Ababa, with most days performed remotely, to help design and implement connectivity strategies across all five AU regions.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of mobile, fixed and satellite connectivity for rural agriculture and education.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment and financing frameworks.

Required profile

• Master’s degree in Communications/Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, policy formulation or related fields in developing/emerging economies.
• Proven experience delivering multi‑regional studies or technical assistance projects.

Required skills

• In‑depth knowledge of mobile, fixed and satellite connectivity technologies.
• Expertise in connectivity market analysis and feasibility assessment.
• Experience with financial modelling, pricing and discount‑rate formulation.
• Ability to produce technical reports and policy recommendations.
