Senior Non-Key Expert – Digital Connectivity Study for Agriculture (PRIDA II)

About the role

NTU International is seeking three Senior Non‑Key Experts to support the Digital Connectivity Study for Agriculture under the PRIDA II programme. The assignment will be based at the African Union Commission (AUC) premises in Addis Ababa, with most work performed remotely or on mission.

Key responsibilities

• Assess bandwidth availability, quality, cost and adoption of connectivity services for rural agriculture and education across all AU regions.
• Evaluate technical, economic and regulatory feasibility of alternative connectivity solutions for underserved areas.
• Review and compare sustainable financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies to promote sustainable digital connectivity, define stakeholder roles and propose investment frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, especially in developing or emerging economies.
• Proven experience in conducting sectoral digital policy assessments and delivering consultancy reports.
