Senior Programme Associate – Monitoring, Accountability & Learning

About the role

The Senior Programme Associate will support IOM Ethiopia’s commitment to Accountability to Affected Populations (AAP) by overseeing monitoring, community feedback and learning activities. Working under the Programme Support Unit, the role bridges data collection, analysis and programme improvement for the Addis Ababa office.

Key responsibilities

• Support monitoring activities for selected projects, including design and implementation of data collection, post‑distribution monitoring, exit interviews and beneficiary verification.
• Analyse monitoring data, produce actionable recommendations and ensure uptake of MEAL recommendations by programme teams.
• Assist in mainstreaming AAP across all IOM programmes and coordinate the mission’s AAP communication strategy.
• Manage community feedback mechanisms, including the phone hotline, and train/supervise hotline operators.
• Facilitate capacity‑building sessions for IOM and partner staff on AAP and communication with communities.
• Participate in the Inter‑Agency Accountability to Affected Populations Working Group and share best practices.
• Collaborate with MEAL, Project Development and programme teams to integrate feedback into project design and reporting.

Required profile

• University degree in social sciences, international development, public health or a related field.
• Minimum 5 years of experience in monitoring, evaluation, accountability or community engagement, preferably in humanitarian or migration contexts.
• Demonstrated experience with data collection, analysis and reporting for programme improvement.
• Strong communication skills and ability to work with diverse, vulnerable populations.
