Senior Programme Officer – Women, Peace & Security

About the role

As a Senior Programme Officer, you will provide strategic and operational leadership to translate the African Union’s Women, Peace and Security agenda into coherent programmes and measurable results. Based in Addis Ababa, this NORCAP secondment supports the Office of the Special Envoy on Women, Peace and Security.

Key responsibilities

• Lead portfolio planning and integration across strategic pillars, ensuring alignment with African Union priorities.
• Oversee results‑based planning, budgeting, delivery management and performance monitoring, including risk identification and corrective actions.
• Coordinate technically with AU departments, organs and Regional Economic Communities to implement WPS commitments.
• Supervise and support programme staff, fostering an inclusive, high‑performing team culture.
• Ensure quality assurance of workplans, reports, knowledge products and briefing materials.

Required profile

• Extensive experience in programme management within humanitarian, development or peacebuilding contexts.
• Strong understanding of Women, Peace and Security frameworks and African Union policies.
• Proven ability to lead multi‑stakeholder collaborations and manage complex portfolios.
• Excellent analytical and reporting skills, with a focus on results‑based management.
