Senior Specialist – Regional MEARL

About the role

The Senior Specialist – Regional MEARL provides strategic and technical leadership to strengthen Monitoring, Evaluation, Accountability and Learning (MEARL) systems across national organizations. The role ensures high‑quality evidence generation, promotes a culture of learning, and supports data‑driven decision‑making at the regional level.

Key responsibilities

• Lead the design and strengthening of integrated MEARL frameworks aligned with global standards and regional priorities.
• Contribute to program and proposal design, including theories of change, log‑frames, MEARL plans and budgeting.
• Provide technical guidance on data collection methodologies, tools and systems to ensure data quality and integrity.
• Promote the use of data for adaptive management, program improvement and strategic decision‑making.
• Design and manage evaluations, including drafting TORs and overseeing external evaluators.
• Strengthen beneficiary accountability mechanisms and ensure inclusive feedback loops.
• Monitor and analyse regional portfolio performance, identifying trends, risks and opportunities.
• Translate research and evaluation findings into actionable insights for strategy and program design.

Required profile

• Senior‑level professional with extensive experience in monitoring, evaluation, accountability and learning within development or humanitarian contexts.
• Proven ability to provide strategic technical guidance and to synthesize insights across multiple countries.
• Strong analytical mindset with experience in designing and managing evaluations and research initiatives.
• Excellent communication skills to convey findings to leadership and external stakeholders.
