Senior Technical Advisor – Neonatal Respiratory Care

About the role

The Senior Technical Advisor will lead a 24‑month Gates Foundation‑funded project to scale up newborn respiratory care across Ethiopia. Working as Jhpiego’s neutral delivery integrator, the advisor will partner closely with the Ministry of Health and key stakeholders to design a government‑endorsed National Neonatal Respiratory Care Investment Roadmap.

Key responsibilities

• Oversee Phase 1 ecosystem mapping and Phase 2 validation to develop a coordinated national roadmap for CPAP, oxygen systems and pulse oximetry.
• Serve as Jhpiego’s primary technical focal point to the Ministry of Health and regional bureaus, establishing and secretariat‑supporting the government‑led Investment Coordination Forum.
• Document learnings, manage grant reporting, and ensure compliance with Jhpiego and donor guidelines.

Required profile

• Advanced degree (Master’s or MD) in Public Health, Medicine, Health Systems Management or related field.
• 9‑10 years of experience leading maternal, newborn and child health or health‑systems strengthening programs in Ethiopia.
• Proven track record collaborating with the Ministry of Health, regional bureaus and international donors.

Required skills

• Stakeholder facilitation and consensus‑building across government, donors and implementing partners.
• Analytical and technical writing to synthesize health data, facility assessments and financial projections into strategic roadmaps.
• Professional fluency in English and Amharic.
