Environmental Health Officer

About the role

The International Rescue Committee is seeking an Environmental Health Officer to lead rapid environmental health assessments and emergency WASH interventions in Harar, East Hararge Zone, Oromia Region. Reporting to the Senior HP Officer, you will support the design, implementation, and monitoring of water and sanitation projects that restore safety and dignity for affected communities.

Key responsibilities

• Conduct rapid environmental health need assessments and prepare concise reports.
• Develop engineering designs, bills of quantities, and budget estimates for emergency water and sanitation facilities.
• Prepare clear procurement specifications and take‑off sheets for quality WASH infrastructure.
• Source, monitor, and manage labor and contractors to ensure compliance with standards.
• Identify, establish, and oversee water‑trucking and treatment sites, including chlorine residual testing per WHO guidelines.
• Coordinate with zone/woreda water and health offices, IRC hygiene promotion officers, and other partners.
• Produce progress reports, monthly updates, and technical documentation for supervisors.

Required profile

• Solutions‑driven professional with experience in humanitarian WASH or environmental health.
• Ability to work under tight deadlines and produce accurate technical and financial documentation.
• Strong coordination skills with government agencies and NGOs.

Required skills

• Water quality testing and chlorine residual analysis.
• Engineering design for boreholes, shallow wells, rainwater harvesting, and sanitation facilities.
• Preparation of bills of quantities and budget estimates.
• Development of procurement specifications and take‑off sheets.
• Monitoring of emergency WASH interventions and contractor performance.
