Head of Finance, Multilevel Partnerships

About the role

The Head of Finance, Multilevel Partnerships will lead CHAMP’s subnational climate‑finance agenda, providing strategic oversight and technical leadership across global and country programmes. Reporting to the Senior Director, Finance and Private Sector, the role sits at the intersection of finance, climate policy and diplomatic engagement.

Key responsibilities

• Design, deliver and monitor the Climate Finance workstream, ensuring alignment between global finance reforms, country platform design and on‑the‑ground technical assistance in Kenya and Colombia.
• Produce actionable analysis of enabling conditions for subnational climate finance and translate findings into recommendations for governments and finance actors.
• Organise an annual knowledge‑exchange series for national and subnational officials, development banks and funders.
• Coordinate CHAMP’s advocacy on subnational access to finance, developing concrete asks for multilateral development banks and climate funds.
• Support CHAMP‑endorsing countries to embed subnational participation in governance and pipeline decisions.
• Assist the Senior Urban and Regional Economist in coordinating technical assistance, ensuring climate strategies incorporate subnational priorities.

Required profile

• Extensive experience in public and blended finance, preferably within climate‑finance contexts.
• Strong diplomatic skills with a proven ability to engage ministries of finance, multilateral banks and development finance institutions.
• Demonstrated capacity to translate country‑level lessons into systems‑level change.
• Experience working with multilevel partnerships and climate‑action programmes.
