Health Financing Governance and Capacity Strengthening Advisor

About the role

The Health Financing Governance and Capacity Strengthening Advisor provides technical leadership and advisory support to strengthen governance, accountability, institutional performance, and workforce capacity for health financing systems and reforms in Ethiopia. Reporting to the Health Care Financing Technical Lead, the Advisor will lead the institutionalization of health financing reforms within the Ministry of Health, the Ethiopian Health Insurance Service and regional health bureaus.

Key responsibilities

• Provide technical guidance on health financing, public financial management and accountability mechanisms.
• Lead the design and implementation of governance and capacity‑building initiatives for health financing reforms.
• Support the Ministry of Health, EHIS and regional bureaus in institutionalizing reforms and improving decision‑making.
• Contribute to integrated, interoperable health information systems and data‑driven decision processes.
• Travel to project sites and regional offices to monitor progress and provide on‑the‑ground support.

Required profile

• Advanced degree in health economics, public finance, health policy or a related field.
• Minimum 5 years of experience in health financing, public financial management, or health system strengthening.
• Demonstrated experience working with ministries of health, health insurance agencies or similar institutions.
• Ability to work in Ethiopia with required work authorization; willingness to travel domestically.
