About the role
The International Organization for Migration (IOM) seeks a National Consultant to conduct a comparative labour market assessment that will generate evidence‑based insights for the Ethiopia–Kenya Bilateral Labour Agreement (BLA). The assignment supports the development of a governance framework for regular labour migration between the two countries and the GCC region.
Key responsibilities
- Analyse labour market trends, demand and supply dynamics in Ethiopia and Kenya.
- Compare policy environments and identify gaps affecting migrant workers’ rights.
- Produce a comprehensive report with data‑driven recommendations for the BLA.
- Coordinate with the Governments of Ethiopia and Kenya and other stakeholders.
- Ensure data quality, methodological rigour, and timely delivery of deliverables.
Required profile
- Advanced degree in labour economics, migration studies, public policy or a related field.
- Proven experience in labour market assessments or migration policy analysis in East Africa.
- Strong analytical, writing and presentation skills.
- Ability to work independently and liaise with government officials.
Required skills
- Statistical analysis using STATA, SPSS or R.
- Data visualisation and quantitative research methods.
- Knowledge of labour market indicators and comparative policy analysis.
