Senior Non‑Key Expert – Digital Connectivity Study for Agriculture

About the role

NTU International is seeking three senior non‑key experts to support the Digital Connectivity Study for Agriculture under the PRIDA II initiative. The experts will work from the African Union Commission premises in Addis Ababa, with most days performed remotely, to assess and shape connectivity solutions for agriculture and education across all African regions.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education, creating regional connectivity profiles.
• Evaluate affordable connectivity options, analysing technical, economic and regulatory feasibility for underserved areas.
• Review financing and service‑delivery models, develop pricing and discount‑rate methodologies, and conduct sensitivity analyses.
• Develop policy and implementation strategies, define stakeholder roles, and propose investment and financing frameworks aligned with AU and national policies.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, preferably in developing or emerging economies.
• Proven ability to conduct multi‑regional analyses and produce policy‑oriented reports.
