Consultant – 3‑Year Strategic Plan for Ghana Stock Exchange

About the role

The Economic Commission for Africa is seeking an experienced consultant to design a three‑year strategic plan for the Ghana Stock Exchange (GSE). The assignment, based in Addis Ababa, will run for approximately five months and includes the preparation of an inception report, a draft plan, and a final refined strategy.

Key responsibilities

• Prepare and present an Inception Report outlining methodology, stakeholder engagement, and timelines.
• Review previous GSE strategic plans, conduct SWOT, PEST and benchmarking analyses, and assess implementation progress.
• Design and execute a stakeholder engagement plan, facilitating consultations with the SEC, Ministry of Finance, market operators, and internal GSE teams.
• Lead a strategic planning workshop to define vision, mission, strategic areas, and objectives for 2027‑2030.
• Develop a draft strategic plan with measurable targets, resource requirements, and a monitoring & evaluation framework.
• Incorporate feedback to deliver a final three‑year strategic plan, including implementation schedules and revenue‑generation strategies.

Required profile

• Advanced degree in economics, finance, business administration or a related field.
• Proven experience in strategic planning for financial institutions or stock exchanges.
• Demonstrated ability to conduct comprehensive analyses and stakeholder consultations.
• Strong report‑writing and presentation skills.
• Ability to work under the supervision of senior ECA staff and deliver high‑quality outputs within tight timelines.
